$30 Million and Five Firsts Hit the Clippers
Ballmer is out a year. Leonard pays $700,000 and keeps the Toronto path. Camp is still a month out.

You heard the fine before the huddle got a name again.
The NBA fined the Clippers $30 million, stripped five first-round picks from 2029 through 2033, and suspended owner Steve Ballmer for one year in the Kawhi Leonard cap-circumvention case.
Wednesday’s sheet is the one camp was waiting on. Leonard pays $700,000. He is not suspended. His contract was not voided. In the same window he said he is returning to Toronto. Shams Charania, on SportsCenter, said the full expectation is that the agreed Raptors trade closes in the next couple of days.
The leagues independent probe, run by Wachtell Lipton, called it a pattern of misconduct and multiple significant rules violations by a prior offender of the salary-cap circumvention rules. The Clippers also go under five years of league compliance monitoring. President of business operations Gillian Zucker is out a year without pay. President of basketball operations Lawrence Frank is out six months without pay. Leonard’s uncle and former business manager, Dennis Robertson, is banned from doing business with NBA teams for five years. The NBA and the players union agreed the penalties are final and binding.

Torontos problem was the hold. On June 30 the clubs agreed to send Leonard back for Brandon Ingram, Gradey Dick, unprotected first-round picks in 2031 and 2033, a 2027 first-round pick swap, and second-round picks in 2030 and 2033. On July 9 both sides parked it until the investigation finished, because any discipline that followed Leonards contract would land on the Raptors. Wednesday answers that with no suspension, no voided contract, and a $700,000 check. The wing Toronto priced in June can finally show up in a defensive shell with Scottie Barnes and whoever is next to him on the first possession of camp.
Los Angeles’s problem is the opposite clock. The Clippers already moved James Harden to Cleveland and Ivica Zubac to Indiana. They took Keaton Wagler fifth overall to put a young playmaker next to a star who might not be in the building. Now Ballmer is banned from league and team activities for a year, Frank is gone for half a season, and the franchises own firsts from 2029 through 2033 are gone. The return package still has to be installed by a basketball-ops group missing its president. You do not open camp with a clean board when the owner is suspended, the trade is days from closing, and five future firsts just left the room.
The case itself started in September 2025 after Pablo Torre’s reporting on a reported four-year, $28 million Aspiration endorsement tied to Leonard staying a Clipper. Aspiration later went bankrupt. Co-founder Joseph Sanberg was sentenced earlier this year to 14 years after pleading guilty to defrauding investors and lenders of at least $248 million. The league said Leonard, through Robertson, pressured the Clippers for off-court income opportunities, got them, and failed to reimburse personal expenses the team covered. Ballmer was suspended for knowingly seeking to help Leonard get those opportunities, for approving a business deal he knew was a precondition for Aspirations endorsement agreement, and for failing to create conditions where the organization followed circumvention rules.
Leonard, through new agent Harrison Gaines, said he entered the Clippers contract and the agreements in good faith with no knowledge of any intent to circumvent the salary cap, accepted responsibility for lapses in judgment by people in his inner circle, and pointed at Toronto as the next chapter. The Clippers rejected the findings, called the probe heavily biased, and said they will challenge through every avenue available. The league and the union already called the penalties final.
Training camp is still about a month out. One city can finally put Leonards name on the wing and time the first help. The other city has to run a rebuild with a suspended owner, a suspended basketball-ops boss for six months, a No. 5 pick already on the roster, and no first-round picks of its own from 2029 through 2033.
The league statement ends the hold. The Raptors huddle can stop drawing the 2 in pencil.
